Do I need to use ALFA to generate XACML without using the Eclipse plug-in?

Can ALFA be used to generate XACML without using the ALFA Eclipse plugin? I would like to create a policy maker and programmatically create an ALFA and convert it to XACML, it would be preferable to try to generate XACML, right?
