Identifying the Current Process in Wix3

I am using wix3 to create an installation file, I would like to know if Outlook works during installation. If the look and feel is still running, the installation should notify users to close or reboot after installation.

I noticed there is a function that can send a message to close the appearance directly, but that is not very friendly. I would like to know if the FileInUse dialog can be called in a situation like this.
