Webview paypal redirect, does this count as an in-app purchase for selling photos?

I know it has been asked many times, but I'm still not sure if it is being applied correctly in my case.

My app is 100% web based (google play) which means it is connected to my online site where the user needs to upload their photo for processing and pay via paypal redirect after their photo is uploaded to the server. After payment, the user will receive the processed photo by email.

My question is, does it count as an in-app purchase and if it is prohibited by google policy? I tried to find this information, but all I could find was 30% for in-app purchases.

Can anyone be kind enough to explain if I am allowed to do this with my app using PayPal redirects similar to the Buy Now button.
